Bring the finance teams of universities, foundation universities, and private school groups together and you will hear the same complaint: department budgets are tracked in Excel, the receipts an academic brings back from a conference are filed once a month so it becomes unclear whether the trip came from grant money, the revolving fund, or the foundation budget, and a symposium's invoices only hit accounting two months after the event. Then come the email threads between department chair, dean, secretary-general, and the accountant. One institution running three funds, managed with one spreadsheet.

Masraff brings university and school-group spending into one place. It makes department budgets visible, separates academic travel by funding source, and records event costs as they happen — not when the event is already over. The approval chain follows the institution's real hierarchy: an associate professor's field research expense flows first to the department chair, then to the dean, then to the secretary-general's office — paper does not move, the system does.

Department & event budgets

Every department's budget on one screen, every event's cost in real time

Engineering's lab consumables, social sciences' event line, health sciences' fieldwork — each with its own limit and its own report. When you launch a symposium or workshop, an event code opens; airfare, catering, hall rental, and print work all accumulate against it. Year-end reports are ready without manual roll-ups.

Multi-faculty & multi-campus

Faculties, campuses, and affiliated schools under one roof

Universities and schools under the same foundation are defined as separate units. One unit's donation fund, another's revolving fund, and a third's foundation budget never mix. Central costs — communications, IT, shared procurement — are allocated to units by pre-defined ratios; the consolidated report is one click away.

Academic hierarchy approvals

From department chair to accountant — the chain follows your institution

A research assistant's consumables request starts at the department secretariat, flows through the chair and vice dean, and lands at finance. At foundation universities, items requiring board-of-trustees approval get their own step. Approvers sign off from the phone; when someone is on leave, requests are delegated automatically and the chain never stalls.

Capabilities

Featured Capabilities

  • Department and event budgets

Per-department budgets and event-level cost tracking. Approval chain configured by academic hierarchy.

  • Faculty travel

Conference, field-research, and sabbatical travel each its own category. Funding-source tracking automatic.

  • Grant and fund transparency

Spend split by funding source with auditable trail. Compliant with university financial reporting.

Department and faculty budgets — who can spend what

Define a separate budget for each department. The engineering faculty's lab consumables, the social sciences faculty's event line, the health sciences fieldwork allowance — each as a separate item, with its own limit. Department chairs see their remaining budget and which line is running low on their own page; if a request would exceed the budget, the system flags it and forwards it to the dean's office with the justification. The "who spent what" report is ready at year-end, not assembled by hand.

Academic travel and conference allowances — split by funding source

Domestic and international conferences, field research, sabbatical travel, and visiting speaker trips are defined in separate categories. The funding source is set up front: research grant, academic development allowance, donation fund, revolving fund income, foundation budget. When an academic requests a travel advance, the amount is reserved from the same source; on return, receipts are uploaded and the remaining balance is closed automatically. No need to dig through files three months later to remember which pocket paid for the trip.

Event (symposium, workshop) budget tracking

The cost of a symposium or workshop is collected under one code: from the keynote speaker's airfare to catering, from hall rental to design and printing. The event code is opened, every related expense is booked against it. When the event ends, "what did it cost" is answered in five minutes and flows straight into the annual academic activity report. If several departments contribute to one event, central costs are split across them by pre-defined ratios.

Approval chain that follows academic hierarchy

The approval flow is built around the institution's real structure. A research assistant's consumables request: department secretary → department chair → vice dean → finance. A dean's representation expense: vice rector → secretary-general → accountant. At foundation universities, items that need board-of-trustees approval can be routed through a separate step. Each approver sees their queue on the phone and approves it — the chain does not stall; if someone is on leave, requests are delegated automatically.

Financial transparency — reporting by funding source

At any point in the year you can see how much was spent from each funding source, which department has budget left, and what each event cost. Producing a donor report ("here is how your fund was spent"), preparing a revolving-fund commission presentation, or pulling figures for a regulatory audit — all from one report menu. Every movement has a traceable record: who requested it, who approved it, which document was uploaded, when it landed in accounting. Foundation universities no longer need to assemble a separate file for the annual audit.

A 30-minute demo is enough to introduce Masraff to your institution. Share your department structure, funding sources, and approval hierarchy, and we will configure the system around them.

FAQ

Frequently Asked Questions

How are donation funds, revolving funds, and foundation budgets kept separate?

Each funding source is defined as a separate source. When an expense is logged or a travel advance requested, the source is chosen up front; the report menu always shows remaining balance and spend breakdown by funding source. Reports for donors, revolving-fund committees, or auditors are one click away.

How does a department chair see their own budget?

Department chairs log into their own dashboard and see only their department's budget, line items, and remaining balance. Which line is running low, which research assistant is generating the most requests — all at a glance. Other departments' data is not shared; the finance team sees everything consolidated.

Does it integrate with the accounting system of a foundation university? (Logo, Mikro, Netsis)

Yes. Logo, Mikro, Netsis, Luca, Link, Nebim, and Orka — the accounting and ERP systems widely used in Türkiye — are all integrated; for larger institutions on SAP or Oracle, enterprise integration is also available. Approved expenses post to accounting in one click, without manual data entry.

How are international travel advances for academics managed?

Before the trip, the academic requests an advance from the system and specifies the funding source (grant, academic development allowance, donation fund, etc.). Once the approval chain completes, the payment is made. On return, the academic uploads photos of the receipts; the system reads the amount and date, the remaining balance is closed automatically, and any overspend is routed back through approval with a justification.

How are multiple campuses or affiliated schools handled?

Each campus, faculty, or affiliated school is defined as a separate unit with its own budget, approvers, and financial report. A single consolidated report covering all units under the same foundation is also available. Central costs are allocated to units by pre-defined ratios, and each unit's share is visible.

How long does setup and training take?

Setup typically takes 2–6 weeks depending on the institution's size: mapping the department/unit structure, defining funding sources, building approval chains, and integrating with accounting. Short training sessions are enough for department secretaries and approving academics — the mobile app is intuitive for day-to-day use. During the transition, the Masraff team is alongside you with weekly check-ins.
