Data-protection alignment
Patient data stays out by design
Masraff processes only expense, receipt and approval data — never patient files, diagnoses or clinical streams. Your KVKK risk surface stays intentionally small.
Solutions
Spend management for hospitals, clinics and medical groups, with a KVKK-aligned audit log, department approvals, consumables budgets and ERP integration.
The approval queue and a multi-level approval flow in the Masraff app. People, companies and amounts are sample data.
Hospital expense management compresses non-clinical operating spend — medical consumables, third-party services, transport, catering, training — into a single auditable flow. In a healthcare setting, expense tracking is a discipline separate from payroll or patient records; KVKK (Turkey's data-protection law) requires the operating-spend layer to stay clear of any patient data. Masraff is built for hospitals, polyclinics and private medical groups with that boundary drawn from day one: a spend management platform that runs from expense form through approval chain, corporate-card reconciliation and ERP posting — every action audit-logged.
Data-protection alignment
Masraff processes only expense, receipt and approval data — never patient files, diagnoses or clinical streams. Your KVKK risk surface stays intentionally small.
Audit readiness
Form creation, approval, rejection, card reconciliation — every action is written to an audit log. Period close and financial-audit reviews retrieve any record on a timestamped trail.
Departmental policy
Each department carries its own rule, threshold and chief-physician escalation point. Define the rule once; the system applies it on every shift.

Capabilities
Track pharma and medical-supply vendors against budget. Department-level usage reports in real time.
No patient data stored — only operational expense. Every action logged for tax and regulatory audit.
Separate approval matrix per ER, outpatient, admin. Above-limit expenses auto-routed to chief physician.
In a single month a hospital might process a same-day consumables order from the ER, a card-paid training booking from the admin team, and a courier dispatch from a polyclinic. Each has a different approver, cost centre and document type. The clinical-adjacent complexity — multiple departments, shift work, multi-location operations, e-Invoice / e-Archive flow — makes spreadsheet-based tracking untenable past a certain size. Masraff standardises the flow by mapping department and organisational hierarchy directly into the expense form.
For consumables, non-pharmaceutical materials and outsourced services, budget-vs-actual tracking is non-negotiable. Masraff's budget module lets you set per-department limits and matches each expense against the limit in real time. Supplier name, invoice number, VAT and non-deductible-expense classifications are captured through custom fields tailored to your organisation.
Note: Vendor master sync and purchase-order push remain on the ERP side; Masraff handles the spend layer, not procurement orchestration.
Masraff is an operating-expense tool. It does not touch patient files, diagnostic records or any clinical data stream — directly or indirectly. That boundary intentionally shrinks the KVKK risk surface. What the system stores is limited to expense, receipt, approval, corporate-card and supplier-account data. Every action — form creation, approval, rejection, card reconciliation — is written to an audit log retrievable at period close or during a financial audit. No patient data is processed; only operational spend.
Role-based access (SuperAdmin, Admin, Accounting, User) lets finance see the whole hospital while a department head sees only their unit. SSO and 2FA align with your existing IT policy.
ER, outpatient, administration, surgery — each department carries its own approval matrix. Masraff's policy module encodes this through role-based rules, threshold-based approval and organisational-hierarchy support. Above a defined amount on non-pharmaceutical orders, an automatic step to the chief physician or administrative director kicks in; a second finance approval can follow. A manager on leave can hand approvals to a peer via temporary delegation.
Healthcare groups in Turkey commonly run Logo, Mikro, Netsis, Luca or Orka on the local side, or SAP Business One, SAP ERP, Oracle EBS, Oracle Fusion and NetSuite on the global side. Masraff integrates with these at the expense, invoice, GL-code, supplier-account and KKEG-account mapping level. Closing entries replace manual re-keying. Full breakdown on the ERP integration page.
For the hospital CFO the outcome is visibility — which department spent how much, with which supplier, against which budget, answered in minutes not days. For the chief physician the outcome is control: define a rule once, the system enforces it every shift.
FAQ
No. Masraff is an operational expense management platform; it does not integrate with patient files, diagnostic records or hospital information systems. The stored data is limited to expense, receipt, approval, corporate-card and supplier-account information. That boundary intentionally shrinks the data-protection risk surface.
Yes. Masraff's spend-policy module supports rules by department, grade and title. Each department has its own threshold; above a defined amount the approval automatically escalates to the chief physician or administrative director. If a manager is on leave, approval can be temporarily delegated to a peer.
You set a separate budget limit per department and each expense is matched against the limit at the moment of capture. Supplier name, invoice number, VAT and KKEG classification flow through custom fields configured for your organisation. The consumption indicator updates in real time and an overage triggers the approval chain.
Yes. Masraff connects with Turkish ERPs — Logo (Tiger, Go3, Netsis, Bulut), Mikro (X, Fly, Jump), Luca, Orka — and global ERPs including SAP ERP, SAP Business One, SAP S/4HANA Cloud, Oracle EBS, Oracle Fusion and NetSuite. Integration covers expense, invoice, GL code, supplier account and non-deductible-expense mapping.
Yes. Masraff supports a multi-organisation structure: headquarters, hospital, branch and polyclinic units are modelled as separate organisations and users are assigned accordingly. Approval chains and budgets are configured per organisation, with financial reporting available at both unit and consolidated levels.
Timeline depends on hospital size, number of departments and the ERP integration scope; standard rollout runs through a structured onboarding programme. GL-code mapping, non-deductible-expense rules and approval matrices are configured together with your accountant or in-house finance team. Post-go-live user training follows a mobile-first flow.
