Card Statement Lines With No Receipt: What Next?

Table of Contents

At month end the corporate card statement arrives and the finance team starts checking each line against submitted expenses. Most lines have a match; a few have neither a receipt nor an invoice. The card was charged and the money is gone, but the paper that documents the purchase is missing. This article explains what a card charge without a supporting document means for tax and accounting in Turkey, how it can be booked, and how to track missing documents before they turn into a month-end scramble.

What is a card statement charge without a document?

A card statement charge without a document is a card transaction that appears on the statement but for which no receipt or invoice has reached the company. The statement only proves that a payment was made; it does not show what was bought, from whom, or at what VAT rate.

It usually happens for one of these reasons:

  • The employee got a receipt but lost it or forgot to upload it.
  • The merchant has not issued the invoice yet, or sent the e-Arşiv (electronic archive) invoice to the wrong email address.
  • The purchase was a subscription or an online order, and the invoice sits in a separate account.
  • The purchase was personal and the employee never submitted it as an expense.

In the first three cases the problem is getting hold of the document. In the fourth, the question is not the document but whether the charge belongs to the company at all. So for every undocumented line, ask "where is the document?" first and "whose expense is this?" second.

Can a card charge without a document be deducted as an expense?

In Turkey, a card charge without a document cannot be deducted from the tax base, and its VAT cannot be reclaimed; a POS slip or bank statement does not replace an invoice or receipt.

The legal basis:

  • Tax Procedure Law (VUK, Law No. 213, Official Gazette 10.01.1961), Article 227: records kept under the tax laws must be supported by documents. An expense that cannot be documented cannot be deducted when calculating the tax base.
  • VAT Law (KDV Kanunu, Law No. 3065, in force since 01.01.1985), Articles 29 and 34: input VAT can be deducted only if it is shown separately on a purchase invoice or similar document. No document, no VAT deduction.
  • Tax Procedure Law, Article 231/5: the seller must issue the invoice within 7 days of delivery at the latest. So a document that has not arrived yet is not always a lost document.

If the purchase was genuinely for business, the company has still paid for it; but if the document never arrives, the amount is treated as KKEG (non-deductible expense) and added back to the tax base at period end. We explain how KKEG is booked in our article on KKEG and its accounting entry.

This article gives a general framework. Confirm the booking and filing practice for your own company with your certified accountant (mali müşavir).

How is a card charge without a document booked?

A card charge without a document is held until the document arrives; if it never does, it is either expensed as KKEG or recharged to the employee. The choice depends on whether the purchase was for business.

The table below shows three possible outcomes for a card charge of TRY 1,200 (VAT included, 20% VAT). Amounts are examples; account codes follow the Turkish Uniform Chart of Accounts (Tekdüzen Hesap Planı) and may differ in your own chart. In practice, the card liability is most often tracked in 309 Other Financial Liabilities.

Situation Debit Credit Note
Invoice arrived later (example) 770 General Administrative Expenses TRY 1,000; 191 Deductible VAT TRY 200 309 Other Financial Liabilities TRY 1,200 Normal entry; VAT is deducted
No document, business purchase (example) 689 Other Extraordinary Expenses and Losses TRY 1,200 309 Other Financial Liabilities TRY 1,200 No VAT deduction; the full amount is added back as KKEG
No document, personal purchase (example) 135 Receivables from Personnel TRY 1,200 309 Other Financial Liabilities TRY 1,200 The amount is collected from the employee

Two rules make this easier in practice. First, do not move an undocumented line to KKEG straight away; set a reasonable waiting period, because the invoice may arrive within days. Second, base any decision to recharge an employee on a written card policy; if the amount will be deducted from payroll, clarify separately how that is agreed with the employee in writing.

How do you track missing documents at month end?

Missing documents are tracked by matching statement lines to expenses and notifying the owner of each unmatched line straight away. If follow-up waits until month end, the chance of recovering the document drops.

This checklist is a starting point for handling missing documents on the card statement the same way every month:

  1. Process the statement on the day it arrives. Compare every line with expenses by card number, date and amount.
  2. Link unmatched lines to a person. Assign every card to an employee so that no line is left without an owner.
  3. Ask about specific lines. "The TRY 1,200 charge on 12 October has no invoice" (example) gets a faster answer than "your documents are missing".
  4. Set a deadline. The card policy should state by when documents must be uploaded.
  5. Decide after the deadline. For each line still without a document, record whether it goes to KKEG or is recharged, together with the decision date.
  6. Watch the numbers. Each month, note how many lines got their documents and how many did not. Repeated gaps with the same person or merchant are a signal to review the policy.

This is also how you use commercial card data to reduce manual reconciliation: base matching on fields the statement already contains, such as card number, date and amount, and let people deal only with the lines that do not match. You will find the general steps of reconciliation in our guide to corporate credit card statement reconciliation.

How does it work in Masraff?

Masraff's statement reconciliation feature matches corporate credit card statements to the expenses in the system and tracks the lines whose documents have not arrived. It does not use a bank connection; the statement is uploaded as an Excel file.

  • Excel statement upload: any Excel file with card ID, date and amount columns can be uploaded once its column headers have been mapped. For foreign-currency charges, the exchange rate field is filled in as well.
  • Automatic matching: each uploaded line is compared with the card holder's expenses by payment type (card ID), date and amount. A matching expense is marked "matched". For a match, the card must be selected as the payment type on the expense.
  • Expenses from unmatched lines: an expense is created automatically for each unmatched statement line.
  • Notification: when these expenses are created, the relevant users are notified to upload their documents.
  • Missing document tracking: users with accounting rights can see how many statement lines have their documents and how many are still missing them.
  • Order does not matter: matching is checked again whenever a user uploads or updates an expense, so the receipt photo can be taken before or after the statement is uploaded.

Which account a line with no document ends up in depends on your accounting settings; Masraff's account determination settings also cover KKEG scenarios. You can find the details on the Masraff corporate card reconciliation page.

Frequently asked questions

Does a credit card slip replace an invoice in Turkey?

No. A POS slip shows that a payment was made, but it does not separately show the goods or services bought or the VAT. An invoice or receipt is required to deduct the expense and the VAT; confirm special cases with your certified accountant.

Can you reclaim VAT on a card charge with a lost receipt?

No. Under Article 34 of the Turkish VAT Law, VAT must be shown separately on an invoice or similar document to be deducted. Asking the merchant for a copy of the invoice, or for the e-Arşiv invoice again, is usually the fastest fix.

Can an undocumented charge be recovered from the employee?

If the purchase was not for business, the company can ask the employee to repay it and track the amount in 135 Receivables from Personnel. If it will be deducted from salary, set up the written basis in advance and check it separately against employment law.

How can you reduce missing documents on card statements?

Matching the statement on the day it arrives, notifying the owner of each unmatched line straight away and setting a written deadline for uploads all reduce gaps. Uploading the receipt at the moment of purchase is the most effective habit.
